Can progesterone levels rise without ovulation?

Dear Dr. Amos,This is my 3rd round of Clomid 50 mg. I went in for a scan on CD18, the doc found some fluid, but saw only an 11 mm follicle. Progesterone test was a 1, which meant no ovulation occurred. On CD21 I went in for another blood test and it was a 6, which she felt was still too low for ovulation.Was there a chance I ovulated this cycle?  If I didn't ovulate, why would my progesterone levels rise from 1 - 6? Please help. Thanks!
